Also do you guys think its possible to use the diag tool in bench mode since my 38 pin connector doesn't seem to work but reading and writing in bench mode was a success.

Hello guys does anyone know which diag tool is on a budget and works with my car (E320cdi W210 MY2001 38pin connector in engine bay).

There is no such thing as a bench mode on any diag tool.

My go to is the Autel AP200 white model. It is a bluetooth OBD2 reader with an Android app for under $100 and it includes an infinite license for one car make which you choose when first setting it up. Paired with an Autel 38 pin adaptor (has to be this one, not a generic one) it can diagnose every module in the car.
There is no such thing as a bench mode on any diag tool.
