How to adjust full load on the RW(?) pump? Is it done same way like on M pump? By the RW pump I mean pump on the left on picture.

I only screw to the bottom corner to turn 0.4 turns, and then it was on the bottom.

I removed the full load screw (pump on the left) and now car won’t start. No fuel at all from the IP. Is it possible that now all the fuel is cut off completely by removing that?

depending on what screw did u touched.
now is time to put it all in a basket and take it to the diesel shop.
BTW both pumps use the rsf governor , the back cove difers though.
try to put everithing back togueter, if u´re lucky enought u might have the pump working again.

BTW the far botom bolt at left is the fuel increase lever, actuates directly the rack movement. fuel is increased ACW. turning left.
the midle small 17mm one is the torque capsule, usually increases load fuel. CW will increase load fuel.
the 10mm hexagon with the 32mm lock nut is max RPM, tighning will cause the Spring to react at a higher RPM, therefore cutting the fuel at higher rpm
small 10mm nut is idle damper, regulates play from throtle lever. start of aceleration.
outside the governor is the Pneumatic idle increase, tuning the capsule will find the idle fueling.
inside in the up right, 10mm lock nut is the most dificult one , it is used to balance idle Spring force.
now u know it all.
the secret is to use them in harmony....
regards.

There is no rack limiter in the M pump.
It sounds like he removed the full load screw alltoghether  Exclamation Exclamation
Try putting it back in like it was and pray that you can restore the governor balance.
