looking for a known good used short blow om603.960. I pulled my head off yesterday and found severe scoring in the cylinder linings from a k&n filter having been installed. Also thought about putting new sleeves and pistons in but that doesn't seem very cost effective at this point and i am on a tight budget.

Well if you NEED pistons then they can be had for 100-125 if you look around. I would be surprised if you need pistons though. My 605 block has a good mark down one cylinder but the pistons are fine. The rings can get stuck and wreck the bore when that happens. Id be happy to send you four good piston assemblies from my old 602, their still serviceable .

Just my thoughts....

Do you have any good resources for sleeves and rings? So far I have only been able to find them at the dealer

Sleeves from World-Pac run me about $40. I just bought a set of rings for my 605 from Germany for $235 shipped (605/606/603/602 all use the same ring part numbers)
