Does anyone know if it is possible for a local turbo shop to rebuild a regular journal bearing turbo, with ball bearing instead?

if they can i would doubt it would be worth it. journal bearings are a good amount smaller from what i have gathered.

not to mention a well rebuilt journal isent going to be that terrible. of course ball bearings are better but journals arent really that bad.

A "rebuild" that does that would involve replacing the entire center housing, and presumably only keeping the wheels.
