I actually did that with some plastic garden edging from Home Depot, and it worked really well. Improved handling over 80mph, and looked like the real deal.
Unfortunately, the stuff I used was rigid like the bumper cover itself, and a week ago I caught a parking stop and it ripped off not only my ghetto-fab lip spoiler but a nice chunk of the bumper cover it was attached to. When I get a new bumper cover, I think I'm going to reinforce the bottom edge so it has some actual strength to it. Think racing splitter struts, but internally.
