In a crude sense, yes you can. However, to get any meaningful control of fuel delivery you will need to monitor the position feedback line and adjust the drive current to get the fuel control rod to stop in the spot you want. It isn't as simple as apply X-volts and get Y-grams of fuel.

No you need a governor program that controls rack position in closed loop and senses engine speed at the very least to be able to get an idle. I am working on such a swap myself but it won't be running for another couple months at least. I have done most of the design work, but need to get some boards printed and write the control code.

Is there a way to get it idling crudely? I have a 606 on the stand but no ecu and want to test fire it.

Measure voltage across the driven coil on an idling OM606 and then apply the same voltage to your IP. You will probably need to up the voltage a bit during cranking to get enough fuel. Make sure you have a fast and foolproof way of disconnecting the power, it can over-rev very quickly.

You can remove the governor and move the rack manually. Just be carefull, you dont have a rev limiter
