Didn't even know this was going on. Its good. Imagine the other end of the spectrum.... Environmental laws that prevent unlicensed guys to work on their cars. Ewww.

The environmental side isn't necessarily bad-I know too many farmers that used to just throw dead batteries in the burn pile(before scrap went up), oil their driveway with WMO for weed control, dump every fluid anywhere, vent refrigerant like to tomorrow, etc.

BUT-if I had to be licensed to replace my evap, cat, or EGR-then I'd be pissed.
