On mechanical governors, this type of idle lope is also known as "hunting for idle". The "improperly" adjusted low idle governor is allowing the engine to essentially stall, catch itself and then rev to low idle (or slightly above, actually) repeatedly.

They're also doing the "2-step" gasser style rev limiter to help spool the turbo...soooooo easy with common-rail.

Ahh yes... the joys of tuning a modern diesel with a VVT
I have my truck tuned so at idle it sounds like a standard turbo, you get a nice low roar. Then once you give it throttle the vanes adjust like normal so it can build boost faster. Gets looks when the vanes "check" their location and it sounds like a jet whoosh then goes to a nice V8 sounding idle. I suppose the 5" exhaust makes it sound better to hahaha...
